Limited English Proficiency

Pursuant to Title VI of the Civil Rights Act of 1964, WIFA will take reasonable steps to ensure that persons with Limited English Proficiency (LEP) have meaningful access and an equal opportunity to participate in our services, activities, programs, and other benefits. WIFA’s policy is to ensure meaningful communication with people with LEP and/or their authorized representatives. All interpreters, translators and other aids needed to comply with this policy shall be provided without cost to the persons being served.

Language assistance will be provided through use of competent bilingual staff, staff interpreters, contracts or formal arrangements with local organizations providing interpretation or translation services, or technology and telephonic interpretation services. All staff will be provided notice of this policy and procedure, and staff that may have direct contact with persons with LEP will be trained in effective communication techniques, including the effective use of an interpreter.

Vital Documents

Paper or electronic material that is critical for access to the Agency’s programs, activities, and services, or contains information about procedures or processes required by law. Classification of a document as “vital” depends upon the importance of the program, information, encounter, or service involved, and the consequence to the LEP individual if the information in question is not provided accurately or in a timely manner.

Language Assistance Services and Auxiliary Aides and Services Information

Long Term Water Augmentation Fund

Background:

The Long-Term Water Augmentation Fund (LTWAF) was created to finance water supply development projects that would increase water supplies for the state of Arizona. Entities eligible for financial assistance include water providers, any city, town, county, district, commission, authority or other public entity that is organized and that exists under the statutory law of this state or under a voter-approved charter or initiative of this state. WIFA may also enter into Public-Private Partnerships to fund augmentation projects. Financial assistance includes loans provided by the authority to eligible entities and credit enhancements purchased for an eligible entity's bonds or other forms of indebtedness. The LTWAF does not provide grants. WIFA will obtain full repayment for monies or financial assistance provided from the fund by the recipients of the funding or financial assistance or the recipients of any water supply development project made available from monies from the fund through water subcontracts, loan repayments, rates, fees, charges or otherwise, as appropriate.

Interested parties may submit preliminary information about their projects as WIFA adopts policies, procedures, and rules regarding the application process for the LTWAF. Preliminary submissions will be used to confirm eligibility. Further information will be requested once eligibility is confirmed to evaluate projects.
