Rulemaking Process

WIFA’s current Rulemaking activity is provided to give the public the opportunity to review proposed rulemakings that are open for public comment and final rulemakings that have been filed with the Governor’s Regulatory Review Council for placement on a future Council agenda

Article 8 - Long-Term Water Augmentation Fund Procurement

WIFA proposes to amend A.A.C. Title 18, Chapter 15 (Water Infrastructure Finance Authority of Arizona) to add Article 8 (Long-Term Water Augmentation Fund Procurement) to govern procurements related to the Long-Term Water Augmentation Fund.

WIFA will accept written comments for 30 days following the publication of the Notice of Proposed Rulemaking in the Arizona Administrative Register. Visit the Secretary of State’s website to learn more: Arizona Administrative Register Arizona Secretary of State.

The Rulemaking is currently open for public comment: December 15, 2023 through January 19, 2024 at 5:00 PM MST.

WIFA will accept oral comments at the scheduled a virtual oral proceeding via zoom on January 16 2024 at 1:00 p.m. Additionally, all meeting details will be posted on the Public Meetings page.

State-Funded Programs

The purpose of this Water Infrastructure Finance Authority of Arizona (“WIFA”) rulemaking is to amend A.A.C. Title 18, Chapter 15 by:

  • Amending Article 1 – General Provisions;
  • Amending Article 4 – Water Supply Development Revolving Fund;
  • Adding Article 9 – Long-Term Water Augmentation Fund; and
  • Adding Article 10 – Water Conservation Grant Fund.
