Federal Programs Committee

The Water Infrastructure Finance Authority (WIFA) is currently accepting applications for the Federal Programs Committee (previously named the WIFA Advisory Board). To be eligible you must represent one of the following stakeholder groups:

  • a domestic water improvement district or sanitary district in a county with a population of less than five hundred thousand persons
  • a domestic water improvement district or sanitary district in a county with a population of five hundred thousand or more persons

The Federal Programs Committee shall review applications for financial assistance from the Drinking Water State Revolving Fund, Clean Water Revolving Fund, and the Hardship Grant Fund and shall make recommendations to the WIFA Board regarding those applications.

The Federal Programs Committee is expected to meet at least six times per year to review project applications, except that the committee need not meet in any month in which no applications are pending before the committee. The board may require the committee to hold additional meetings to consider applications that are or may become time sensitive.  The committee shall allow members of the public to provide comment on an application considered by the committee at a meeting.

The Federal Programs Committee is considered a subcommittee of the WIFA Board for the purposes of Arizona Revised Statute section 49-1206.

The purpose of the drinking water and clean water state revolving funds is to provide financial and technical assistance to eligible entities for water, wastewater, and stormwater infrastructure projects. Committee membership carries with it an obligation to participate actively in committee work through active attendance at committee meetings, reviewing and discussing staff reports, financial assistance applications, policies and procedures, and other technical information.
