For the City of Safford Reclaimed Water Pipeline Project - Graham County Fairgrounds Project, Public Noticed on September 16, 2020 in the Eastern Arizona Courier.

The Water Infrastructure Finance Authority of Arizona (WIFA) has received a request for financial assistance from the City of Safford for a Clean Water infrastructure project, project CW-001-2021. The purpose of this notice is to inform the public and request comments.

WIFA staff analysis concluded that the following project neither individually nor cumulatively has a significant effect on the human environment. Therefore, the following project qualifies for a Finding of No Significant Impact (FONSI).

The City of Safford proposes to install a reclaimed water pipeline to convey reclaimed water from the Gila Resources WWTP to the Graham County Fairgrounds for direct non-potable reuse which will reduce the volume of potable water currently used for irrigation and take full advantage of the effluent that would otherwise be discharged into the Gila River. The project will capture 130.5 million gallons of Class A+ reclaimed water that is created each year but is currently not being utilized. The reclaimed water will immediately replace potable water used at City properties and recreational facilities at the Fairgrounds for outdoor water use.

Documentation regarding the proposed project is available for review at WIFA, 100 N. 15th Avenue, Suite 103, Phoenix, Arizona 85007. All written requests for information or letters containing written comments should be addressed to WIFA at the address above.
