The Water Infrastructure Finance Authority of Arizona (WIFA) has received a request for financial assistance from the City of Williams to address the aging transmission line, inefficiencies in the delivery of water resources, and current water treatment plant operational burden. The solution involves replacing eight miles of seventy-year-old pipe with a new, dual-line system that would separate the raw surface water and the higher quality well water supply.  The purpose of this notice is to inform the public and request comments.

Upon review of the Environmental Assessment prepared by the U.S. Forest Service for the City of Williams Dogtown Waterline Project, WIFA concurs with U.S. Forest Service’s August 2020 Finding of No Significant Impact (FONSI) that the project neither individually nor cumulatively has a significant effect on the human environment.

The total combined length of the proposed dual waterlines is approximately 15 miles, with one of the lines running along the original alignment and the second line running parallel to the I-40 highway. Based on initial estimates, the pipes will be about 12-inches in diameter and made mostly of C-900 PVC. The portions of the pipe crossing railroad or washes will be made of ductile iron.
