The Water Infrastructure Finance Authority of Arizona (WIFA) is an independent
agency of the state of Arizona and was established to finance construction, rehabilitation,
and/or improvement of drinking water, wastewater, wastewater reclamation, and other
water quality facilities/projects. Our mission is to maintain and improve water
quality in Arizona by providing financial assistance and technical assistance for
basic water infrastructure. Our vision at WIFA is to guide our resources to communities

- Position Summary
WIFA has an opening for an Environmental Program Specialist to provide environmental
and technical support of drinking water and reclaimed water projects to communities
throughout the state of Arizona. The Environmental Program Specialist is a vital
member of WIFA staff, helping to deliver funding effectively and efficiently in
the form of grants and loans that help to provide affordable water systems for citizens
throughout the state of Arizona.
This position combines the legal, financial, managerial and technical aspects of
water system improvements. Primary responsibilities include:
- Providing guidance and technical assistance to clients, including owners, operators and consultants of drinking water and wastewater systems;
- Managing multiple projects, including project development, budgeting, financing and conducting on-site construction observations;
- Ensuring program compliance with federal and state regulations, including the Clean Water Act, Safe Drinking Water Act, and National Environmental Policy Act (NEPA).
The Environmental Program Specialist will assist with project development and evaluation,
and will be a key liaison to clients throughout the projects? duration. S/he will
produce written, graphical and verbal analysis for inclusion in staff reports and
serve as an environmental and technical liaison to other technical and regulatory
entities.

- Knowledge of public drinking water and wastewater facilities, specifically relating to capital improvement projects
- Knowledge of water resources and environmental protection
- Skills in project development and management
- Experience in conducting on-site construction observations/inspections
- Skills in technical writing and in preparing narrative and statistical reports that include conclusions and recommendations
- Knowledge of federal and state regulations, including the Clean Water Act, Safe
- Drinking Water Act, and NEPA
- Ability to communicate effectively in a public setting
- Ability to establish and maintain effective working relationships with customers
- Ability to travel throughout the state
- Requirements
A bachelor's degree in environmental engineering, hydrology, or closely related
environmental science is preferred. A minimum of two years experience in engineering
principles and practices related to the design, construction or operation of drinking
water or wastewater facilities; or two years of environmental protection/control
experience at a professional level; or two years professional level experience of
analysis of environmental data, problem identification and resolution and recommendation
of course of action. A combination of experience and/or specific education classes
and training may substitute for one year of the professional level experience.
